If you are the only one who maintains the computer, just run

  sudo chown -R jfbu:users /usr/local

The directory /usr/local is for local additions and it's more secure
to install stuff as a mortal user.  sudo is useful in order to
maintain your Linux distribution.  In all other cases avoid being root
whenever possible.

The user has to decide himself.  There are many use cases and thus
many solutions.  Executing sudo install-tl is only one of them.
