Update on previous comments :

 1. r50427 is good regarding user-modified locations for the various
    trees (thank you Siep)

 2. "Launcher" is not at all what I had in mind; what I would like added
    (ideally by default) to the start menu is simply the TeX Live 2019
    directory, the one to which one can more laboriously get by Start /
    All programs / TeX Live 2019. Having created the shortcut by hand,
    its properties are :

      * Type: Shortcut (lnk)
      * Target: "C:\Users\Philip
        Taylor\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\TeX
        Live 2019"

 3. TLMGR is completely dysfunctional (see attached screenshot).  After
    clicking "OK", it just disappears.  If the screenshot is not
    visible, it reads

         (i) Level 1: initialise
             Level 2: start_tlmgr

 4. A plethora of  "permission denied"s here :

      * tar: Could not create file
        bin/win32/api-ms-win-core-file-l1-2-0.dll: Permission denied (etc).

    These were apparently caused by running the installer with a target
    location of C:\TeX\Live\2019 where C:\TeX\Live\2019 was already
    populated from an earlier installation.  If it is not already the
    case, it would be useful to update the (pre-test and main)
    installation instructions to point out that an attempt to install to
    an already populated location may well fail with multiple permission
    errors.
