tlmgr config

Hi,

there is something I am not sure about from the documentation:

>        "tlmgr" reads two configuration files: one is system-wide, in

If I understand correctly, if in the system-wide file I set

require-verification=1

then this will get overridden:

- by the user-specific config, if any,

- by the command line options, if any,

Am I right ?
