Relative paths with windows path separator does not work in TeXlive2019.

miktex has an option  -include-directory=DIR  which prefixes DIR to
the input search path.

But it is absolutely not a good idea to use this to find the main
tex-file. You will run into lots of problems if you start the
compilation from another folder: \input won't do what you want,
graphics are not found, auxiliary files will not be where tex
expects them. 

Always cd into the folder of your main tex and then call
pdftex test-test
