UTF-8 Filenames on Windows

Hi Joseph,

Please test after
set command_line_encoding=utf-8

This will become the default in texmf.cnf after the
release of the new LaTeX.

( In the case of LuaTeX, use the option -cmdx
as the first, that is, argv[1], option )
