I suppose that you have to install the Cygwin binaries as well:

   tlmgr platform add cygwin

You have to do this under Windows.  When the Cygwin binaries are
present, add /cygdrive/c/TeX/bin/cygwin to the Cygwin PATH.

I don't think that what you do ATM can work reliably.  However, adding
only the Cygwin binaries shouldn't increase the size of the
installation significantly.
