Even better, convert dvi to ps to pdf.

But if you try to use the dviout that comes with TeX Live, make sure
to invoke C:\texlive\2019\bin\win32\dviout.exe, not
C:\texlive\2019\tlpkg\dviout\dviout.exe. Dviout needs a lot of help
with generating font bitmaps, which help is provided by the wrapper
program ...\bin\win32\dviout.exe, which ultimately invokes
...\tlpkg\dviout\dviout.exe.

Also, TeXmaker and TeXstudio provide similar assistance in writing
math etc. as TeXnicCenter, but have no trouble finding all the
programs they need by themselves.
