windycity TL 2018 package

Dear Maintainer

with the latest update the biblatex package windycity was added to TexLive. The package does not install completely in the current form. The files windycity.bbx, windycity.cbx and american-windycity.lbx were not installed in the correct place. 

The package works after manually adding the missing files and running texhash. 

There seems to be a packaging problem.
