[tex-live] a problem with texdoc layout

Hi,

$ texdoc -l layout
 1 /usr/local/texlive/2018/texmf-dist/doc/latex/latex-refsheet/layout.pdf
 2 /usr/local/texlive/2018/texmf-dist/doc/latex/tools/layout.pdf
 3 /usr/local/texlive/2018/texmf-dist/doc/latex/handin/layout.pdf
 4 ...

I think most users would prefer that tools/layout.pdf is opened by default.

Additional perplexity:

on my very first

texdoc layout

the file /usr/local/texlive/2018/texmf-dist/doc/latex/handin/layout.pdf

(i.e. number 3 above) was opened.

Then I did the texdoc -l layout above, hit RET and it opened 

/usr/local/texlive/2018/texmf-dist/doc/latex/latex-refsheet/layout.pdf

(as expected in view of the copied pasted list above)

Now trying again

texdoc layout

it keeps opening that file (number 1)
I never got it to open again by default number 3.

I am with TL2018 last updated on Sat Sep 29 17:14:14 2018 (I presume system time, i.e. French Time is listed in log)
