Indeed, that is what is the documented behaviour ;-)

This is what we decided to do.
  remove [--force] <pkg> ...
    removes packages, --force ignores dependencies (all as before)
  remove [--force] --all
    uninstalls TeX Live, --force without asking
and uninstall == remove.
If you pass more options to rmeove --all ... then an error will be
given.
