[tex-live] TL2018/LuaTeX/MacTeX: Unknown filter 'DCTDecode'

Hi,

I am seeing with TL2018 this same bug of MikTeX (that was supposedly fixed
there in June): https://sourceforge.net/p/miktex/bugs/2605/

It can be reproduced following the instructions in the link. Concerning
this, pdfLaTeX is working fine (and LuaTeX in TL2017 too).
