[tex-live] TLU update fails (non-corporate MacOS machine)

Hi everyone

>I see three problems:
>* proxy/https
>  that is fixed by updating to current texlive.infra
>* updmap
>  that is fixed by cleaning out TEXMFLOCAL/web2c/updmap.cfg
>* fmtutil
>  this is open

Just to report off list communication has solved the last problem, too. The respective computer had some very unforgiving env vars set:
TEXMFLOCAL=/usr/local/texlive/texmf-local/
TEXMFSYSVAR=/usr/local/texlive/2018/texmf-var
TEXMFSYSCONFIG=/usr/local/texlive/2018/texmf-config
TEXDIR=/usr/local/texlive/2018
TEXMF=/usr/local/texlive/2018

Unsetting them solved all problems.
