[tex-live] TeXLive-2018 fails to update across firewall

It seems it *did* download something ...

And then it failed, request timed out.

But I don't actually see tlmgr doing anything here. It seems to me
that TLU and not tlmgr is doing this.

THat is bad. What does
  kpsewhich -all fmtutil.cnf
say? In my case there is
  /home/norbert/tl/2018/texmf-dist/web2c/fmtutil.cnf

So where is your
  /usr/local/texlive/2018/texmf-dist/web2c/fmtutil.cnf
If it is not there, please run
  tlmgr generate _fmtutil
and then try the kpsewhich call again, it should be there.
