[tex-live] TeXLive-2018 fails to update across firewall

can we all please calm down and do this a bit more systematically, since
there are so many sources of errors.

First of all, Uri, please *fix* your URL
  http://tug.ctan.org/tex-archive/system/texlive/tlnet
which you used is *wrong*, it should be *systems* (mind the final s).

Then for the proxy: I don't think that wget supports proxies. That is
one of the many reasons why the default in TeX Live is to use
  LWP

Could you please do
  sudo -E /Library/TeX/texbin/tlmgr -v --repository http://tug.ctan.org/tex-archive/systems/texlive/tlnet update --list
and send me the output?

Also , please the output of
  /Library/TeX/texbin/tlmgr version -v

Yes, because the URL is wrong. As it was correctly stated:

> Proxy request sent, awaiting response... 404 Not Found
> 2018-06-20 00:15:38 ERROR 404: Not Found.

You could have checked by opening the URL in a browser.
