[tex-live] TL2018 runscript problem

In r48059, I have installed a new runscript.tlu in the TeX Live
svn. After the next update of the tlcritical, you may be able to
use your scripts in trees other than TEXMFDIST.
It may require some time for the update of the tlcritical.
