[tex-live] TeXLive-2018 fails to update across firewall

Yes it is there, thanks! (But this directory is not on the PATH - so tlmgr must have its own way of finding it there, right?)

But it seems to me that it doesn’t work properly in the proxied environment (if/when https gets involved, which occurs now more and more often). As an experiment, I’m trying to download a non-existing file (because I can’t think of an existing file offhand ;) with texlive wget, and then with Macports wget:
