No, that is not possible at the moment.

What *could* be done is a switch to
  tlmgr repo add ....
called
  --pin-all
that when given automatically adds pinning of all packages from the
repo, the equivalent of
  tlmgr pinning add foobar *

But that is not something that will be out in a few days ;-)
