[tex-live] synctex_version.h

Hi,

the synctex-github-site doesn't provide Makefiles, so im posting here:

I had to apply the attached patch to have synctex_version.h available.
synctex_parser.h and synctex_parser_utils.h include synctex_version.h,
without this patch other projects fail to build if using these headers.
