[tex-live] issue with texdoc footnote.dtx

Hi,

latex package "disser" provides a file "footnote.dtx" which
shadows "footnote.dtx" from package "footnote"

$ kpsewhich footnote.dtx
/path/texlive/2017/texmf-dist/source/latex/disser/footnote.dtx

this is slightly perturbing...

but I guess as

$ ls /import/extra/burnol/texlive/2017/texmf-dist/source/latex/mdwtools
at.dtx	  doafter.dtx	mdwlist.dtx  mdwtab.dtx    sverb.dtx
cmtt.dtx  footnote.dtx	mdwmath.dtx  mdwtools.ins  syntax.dtx

it is not clearcut to which footnote.dtx best belong

It is not like if there was footnote/footnote.dtx

much to my awe, I see that

$ kpsewhich mdwtools/footnote.dtx

does output

/import/extra/burnol/texlive/2017/texmf-dist/source/latex/mdwtools/footnote.dtx

(which is the file I was looking for)
