[tex-live] obsolete packages: print message?

Hi everyone,

I just stumbled upon a stackexchange question on the use of deprecated
packages [1]. Many are marked obsolete [2], but one only learns from that
by reading the documentation or checking out the website.

What are possible steps that could be taken towards letting the end user
know about deprecations? Has this topic perhaps come up before?
