[tex-live] xii.tex not found by kpsewhich/pdftex

Hi,

xii.tex is found there:

$ find /usr/local/texlive/2018/texmf-dist -name 'xii.tex'
/usr/local/texlive/2018/texmf-dist/doc/plain/xii/xii.tex

but

$ kpsewhich xii.tex

returns nothing

and

$ pdftex xii.tex
This is pdfTeX, Version 3.14159265-2.6-1.40.19 (TeX Live 2018) (preloaded format=pdftex)
 restricted \write18 enabled.
entering extended mode
! I can't find file `xii.tex'.
<*> xii.tex


this is contrary to the documentation which says to issue "pdftex xii.tex"

This is a plain TeX file
pdftex xii.tex
to produce a (perhaps) surprising typeset document.

Not sure if that inscrutably frivolous matter justifies me alerting you about it :)
