Did you install Ghostscript on Cygwin at all?  You said

There is no directory "/texlive/2018/" on Cygwin.  So please use the
Cygwin package tool in order to install TeX Live and Ghostscript.

IMO it's a mistake that Cygwin inherits the Windows environment.
