[tex-live] Announcement: tlshell, a replacement GUI for the TeX Live Manager

Tlshell is a GUI frontend for TeX Live Manager.

It is not exactly new, being already part of the 2018 TeX Live
release, but it is now sufficiently polished and complete for wider
testing.

Both it and the previously announced new installer GUI are based on
the Tcl/Tk scripting language and have been tested on Linux, Windows
and Mac OS *).

Windows- and Mac OS users do not need to do anything about Tcl/Tk,
but Linux users may have to install a package, e.g.  for
Debian-based systems:

  sudo apt install tk

French and Dutch localizations are fairly complete, but with most
other languages you will still encounter many untranslated strings.

Since the Perl/Tk module is rather problematic (obsolete, crashy), I
would like to drop it from the Windows tlperl installation for the
2019 release. This means that by that time Windows users will no
longer have access to the old GUIs.

Another alternative GUI is tlcockpit, which is based on Java.  And
tlmgr has a `shell' command, for text-mode interactive sessions.  It
is in fact this shell mode that made implementation of a separate
GUI frontend relatively straightforward.
