[tex-live] install-tl-windows.bat unavailable in Microsoft Store

As I understand, S-mode is a severely restricted mode, with
important parts of the windows api unavailable. A bit like what iOS
is compared to Mac OS.  I do not see how TL could be made to work in
such an environment.
