[tex-live] tl2018: unclear how to report bugs

I meant contributing time to implement these features ...
I don't see code contributed by you to the improvement of CTAN or TeX
Live import.

I have added code that imports the 
	contact/*
fields from the TeX Catalogue into the TLPDB. Starting with tomorrow the
tlpdb on the server will contain this kind of information where provided
by CTAN/TeX Catalogue.

The addition to tlmgr is also committed, the various catalogue/contact
fields will be shown in 
	tlmgr info <pkg>
in json, text, csv mode.

This addition will be in tlcritical and available with the next push
out.
