The TeX Catalogue (an XML package database) maintained by the CTAN
team already contains the e-mail addresses of all uploaders.  But
since someone complained that e-mail addresses can be retrieved by
spammers, this information was removed from the public HTML version of
the Catalogue.

Nowadays it's not possible in many countries to expose personal data
to the public for legal reasons if the author doesn't explicitly
agree.

Thus, if a package author is willing to expose his e-mail address to
the public, he can always do it in the package documentation.

Please also note that many packages are unsupported.  TeX is very old
and many contributers are not available anymore.

You obviously overestimate this issue.  If you don't know whom to
contact, just ask on this mailing list.  But there were only very few
such requests in the past.  In most cases it's even much better to ask
here before bothering the author.
