[tex-live] wget problem

Since two days when running tlmgr install --list or --all I get
errors:

wget system error "libintl3.dll" not found
wget system error "libssl32.dll" not found 

and then in the cmd windows I see

Can't spawn "cmd.exe": No such file or directory at
C:/texlive/2018/tlpkg/TeXLive/TLUtils.pm line 2463.

When I continued updates are installed without problem. 
I have the problem only on one of my installations (in win10) the
other works fine. 

Has some one a suggestion what I should do to repair wget or tlmgr?
