[tex-live] kpsewhich case insensitive?

I didn't change the matching condition, but
I changed the return value of kpathsea:
In TL2017,
kpsewhich ieeetran.cls
showed
c:/texlive/2017/texmf-dist/tex/latex/ieeetran/ieeetran.cls

In TL2018, it shows the 'actual' name:
c:/texlive/2018/texmf-dist/tex/latex/ieeetran/IEEEtran.cls

Maybe this is the reason of Daniel's example.

In the next TL2019,
kpsewhich ieeetran.cls
does not print anything.
