[tex-live] lTL2018 pretest: language.dat not generated?

I just updated a few packages with tlmgr and saw that language.dat
in texmf-var wasn't updated, its date is from tuesday.

As the documentation claims that "The TeX Live installer and tlmgr
routinely call generate for all of these files." I wonder if this
means something is broken here.
