[tex-live] SVN dehyph-exptl update: outdated source file names

Hi,

-r47228 brought an exact year++ in dehyph-exptl. As a first rescue to
make any tex run possible, I manually changed the name of the
hyphenation files (s/2017-03-31/2018-03-31/g on
trunk/Master/texmf-dist/tex/generic/config/language.dat ).

This is of course the wrong place for such a change (the file
itself warns about not editing by hand).


This change should be made within texlive.tlpdb
