[tex-live] dtx and ins files with luatex

Now we have luatex and therefore a more or less standard
scripting language, there is the possibility to unpack dtx
files using a method other then docstrip.

If the ins file is self-contained, ie, it can unpack the
dtx just by running it with luatex, without external
dependencies, is it ok with TeXLive, or is it assumed ins
files must be always run with latex or tex? Or if there
is a dts file, is it irrelevant, because the ins file
is not used at all?
