    there are no links to scripts in texlive.tlpdb at all.

I'm not sure what you mean. The bindir scripts are present in tlpdb, and
installed as relative symlinks, e.g.,

name pmxchords.amd64-freebsd

shortdesc amd64-freebsd files of pmxchords
binfiles arch=amd64-freebsd size=1
 bin/amd64-freebsd/pmxchords

name pmxchords.armel-linux
...

$ pwd
