Not a bug in tlmgr.

You are not supposed to call tlmgr in this way. Tlmgr.pl expects to be invocated
from
ROOT/bin/<arch>/tlmgr
which is a link to the above tlmgr.pl file. In this case it will find the
modules automatically.

If your distribution does not provide proper links, nor updates tlmgr.pl, then
it is best not to use tlmgr, or only in -user-mode !
