I'm using ArchLinux and its packaged texlive-core version 2016.43757-1.
I think you need to report this to ArchLinux. tlmgr is not intended to
be used by distros (they have their own packaging, after all...), but if
they do, it's up to them to adapt it ... --good luck, karl.
