[tex-live] Upgrade from texlive 2016

Just for everyone's information: I have committed a patch to tlmgr
that prohibits updates via tlmgr across releases. This will of course
not fix TL2016 installations, sorry for that, but at least next
year it shouldn't happen again ;-)

Output would look like this:
$ tlmgr update --self --all
tlmgr: Remote repository is newer than local (2016 < 2017)
Cross release updates are only supported with
  update-tlmgr-latest(.sh/.exe) --update
