[tex-live] install font manually, tlmgr broke

You are using the tlmgr shipped with Debian which is not working with the most current release of TeX Live.

You need to find an archive of TeX Live 2016 and use it instead of the normal network distribution of TeX Live.

PS this is actually a Debian question, the first line clearly states that tlmgr is running on Debian.
