[tex-live] cslatex?

Hello all,

On the automated test set up for LaTeX3 code, we've got a failure at the
format-building stage due to trying (and failing) to make cslatex. (The
installation is minimised so currently lacks the relevant TeX Live package.)

Before I work back through everything here, does anyone know if the
packaging or set up fro fmtutil was altered recently for cslatex (by
'recently' I mean since TL'16 was released)?
