If you have tlmgr from tlcritical, then I am surprised. I run 
Java 8 with OpenJFX on Debian sid:
ii  openjdk-8-jre: 8u144-b01-1  amd64        OpenJDK Java runtime, using Hotsp
ii  openjfx        8u131-b11-2  amd64        JavaFX/OpenJFX 8 - Rich client ap

On Windows I tried it with the latest JavaSE downloaded from Oracle.
In both cases it started when tlmgr was from tlcritical.

If not, then it will wait for ever for the correct prompt ... that might
be your problem.

For newer versions see
	https://github.com/TeX-Live/tlcockpit
there in jar/tlcockpit.jar is always the newest version.
I am not updating TeX Live evcery day with this jar, but only when
some bigger changes are.
