[tex-live] ~/texmf searching 2017

It would seem that ~/texmf doesn't search recursively any more.

Own stuff in ~/texmf/tex/latex (and generic), as has been for many happy
years.

Some packages as files/softlinks in the directory and this works.
However where the package is within a subdirectory/link the search
fails.

FWIW it works with pdflatex but not lualatex.

Ideas/solution?
