Hi Andreas,

    Would those in charge of epsf.tex on CTAN and TeXlive 

There is no one "in charge of" epsf.tex except Nelson. Neither CTAN nor
I want to reach in and change a file that someone else maintains. I'll
write more to you and him separately. -k
