[tex-live] Packaging for invoice2 omits translations

Hello all,

as far as I can tell, the ctan2tds script needs special handling for 
CTAN packages with .trsl files (translations w/ the translations 
package), which is missing for my invoice2 package. As a result, the 
localizations are missing at runtime.

The attached patch adds (by my understanding of the source code) the 
required exception for invoice2. I'd be happy if you could include this 
fix into TeX Live.
