You can safely remove everything in ~/.texlive2015.  Files in this
directory take precedence.

fmtutil-sys --all creates files in /opt/texlive/2015/texmf-var for all
users.

If there is a .fmt file in ~/.texlive2015/texmf-var, you probably ran
fmtutil (without -sys) accidentally.
