[tex-live] Bad perms in 2016 texmf ?

Hi Ken - you probably have no reason to spend more time on it, but FYI,
I've recreated the texmf tarball as texlive-20160523b-texmf.tar.xz in
ftp://tug.org/historic/systems/texlive/2016/ (also .sha512 and .asc).
Hopefully the permissions are more reasonable.

I found some Japanese property list (.pl) files that were spuriously
executable due to the conflict with .pl for Perl.  I fixed those.

Aside from that, under doc/ and source/, there may well be some scripts
which are not executable (especially if they don't have an extension),
but I've never worried about that.  (People can always invoke them
"manually".)  I'm more interested in fixing files that are executable
and shouldn't be, if you find any of those.  (gmglo.ist is fixed.)
