[tex-live] texcount on Windows fail because of Perl file missing from TeX Live distribution

It has never been a goal for the w32 Perl distributed with TeX Live to
have every Perl module possibly needed by every package.  Rather, its
purpose is to allow Windows users to run the TL infrastructure programs
written in Perl without installing a Perl themselves.

Thus, if you want to be able to run texcount, you need to install
another Perl with the extra packages.  Or install the extra packages
somewhere and arrange for our Perl to see it, if that's feasible on
Windows.
