[tex-live] TeX Live 2016 binaries status, and TeX Live 2016 reaches some Linux distributions

It is explicitely written in the CentOS documentation. If the major version
of CentOS is not changed, software is never updated to a new major version
even if it contains known bugs (as was the gace of ghostsvript in CentOS
4.x). The newer TeX Live will appear in CentOS 8.0.
