[tex-live] 64 bits version of TeX Live on Windows

I tried this:

$ /e/tlrepo/install-tl -custom-bin bin/win64

being /e/tlrepo a copy (rsync) of a CTAN/tlnet repository of TL2016. It 
fails in post-install step with
