[tex-live] Conflict between luatex/babel/luainputenc

The following minimal example

% !TEX TS-program = luaLaTeX
\documentclass{article}
\usepackage[utf8]{luainputenc}
\usepackage[francais]{babel}
\usepackage{lipsum}

\begin{document}

\lipsum[1]

\end{document}

compiled with luaLaTeX gives an error :

This is quite recent, since I use the TexLive Manager on a regular basis and the bug happened after updating last week. The bug disappears when changing the package order (therefore it may prove harmless for the user), and is not specific to the langage given as an option for babel (the very same bug happens for [german] for example).
