[tex-live] Can't use tlmgr

For several days I have problems when using `tlmgr` to update or install
packages or any other  command, note that I have texlive 2016 on windows
OS. For example :   tlmgr update --self  result



Can't spawn "cmd.exe": No such file or directory at
> C:/texlive/2016/tlpkg/TeXLive/TLUtils.pm line 2220.
> TeXLive::TLUtils::setup_programs (w32) failed at
> C:/texlive/2016/tlpkg/TeXLive/TLUtils.pm line 2222.
