But if file permissions are too restrictive, users can't install fonts
themselves.  LuaTeX already creates a cache file for each user in his
HOME directory by default.  I don't see any reason for fontconfig to
behave different.

Sure, the system admin should provide a reasonable set of fonts, but
users should be able to add additional fonts at any time.
