[tex-live] [pretest] Windows: can't compile documents, permission problem

Hi Stephen,

can you please use copy the attached 
	fmtutil.pl
to 
	texmf-dist/scripts/texlive/fmtutil.pl
and see whether after another run of
	fmtutil-sys --all
you can still not read the format files, or whether a normal user
is now allowed to read them?
